This problem was resolved. But I have no idea how at all, it just one day the DLCs decided to work. But everything they did really didn't help anything at all. All of them eventually just said im screwed and ohh well. But I think your best bet is to put your PS4 in safe mode then clean the memory storage make sure all your data is saved in cloud storage.
